Anri Okhanashvili introducing the activity report of the Legal Issues Committee for 2024

The Chair of the Legal Issues Committee, Anri Okhanashvili introduced the activity report of the Committee for 2024. As he noted, the Committee held 30 sittings within the year.


“We discussed 86 Draft Laws within 25 legal initiatives, where 70 Draft laws we discussed with the status of a leading Committee, and 16 – as mandatory. At the sittings, we considered one document related to an international agreement, three – on parliamentary oversight, and four – on the election of the officials. As you may know, the Committee is responsible for the representation of the Parliament in the Constitutional Court, and hence, we were engaged in 11 cases”, - he noted.


Speaking about the legal issues, A. Okhanashvili noted that the Committee discussed the amendment to the Constitution of Georgia related to the protection of family values and minors. He also introduced the Draft Law on the Code of Misconduct.


“I am glad to introduce the 372-page Draft Law – the Code of Misconduct. I have declared at the Parliament our intention to develop the new legal act replacing the Code of Administrative Offenses. I engaged the professors – Paata Turava, Irakli Dvaladze and Levan Kharanauli in this view. We started the reflect on the sphere that the new Code would be appurtenant to – criminal law, administrative law or another independent sphere. We scrutinized the experiences of Germany, Austria and Switzerland and reconciled that the Code shall be a standalone legal act, appurtenant to a separate sphere”, - he noted.


According to him, in view to resume the application of the hereof norms in practice, the respective stage agencies will be engaged in the consideration of the Draft, to initiate it in September.


The Committee held a presentation of the concept and key aspects of the Code.
