Regional Policy and Self-Government Committee took Note of the Annual Report on the Execution of Georgia’s 2025 State Budget

At a meeting of the Regional Policy and Self-Government Committee, First Deputy Finance Minister Giorgi Kakauridze presented information regarding the Annual Report on the Execution of Georgia’s 2025 State Budget.

The presenter spoke in detail about the economic, revenue, and tax parameters of the country’s main financial document for 2025 and noted that both revenue and tax collection targets were exceeded.

According to him, in light of strong economic performance during 2025, the initially projected economic growth rate of 6 percent was revised upward to 7.2 percent.

Ultimately, Georgia’s economy grew by 7.5 percent in 2025. As for the budget deficit, while 2.5 percent had been planned, the actual figure at the end of the year was only 1.4 percent.

The First Deputy Minister also discussed revenues generated from the external sector, noting that foreign trade turnover increased by 10.3 percent compared to 2024, while foreign direct investment rose by 7.6 percent.

Growth also continued in tourism revenues, which reached USD 4.6902 billion, representing a 6 percent increase compared to 2024. He further stated that remittances increased by 8.2 percent year-on-year and totaled USD 3.2285 billion in 2025.

According to Giorgi Kakauridze, the revenue component of the 2025 State Budget was executed at 100.7 percent, amounting to GEL 23.816 billion, while expenditures totaled GEL 22.854 billion, representing 99.2 percent of the planned figure.

The Committee positively assessed the report on the execution of Georgia’s 2025 State Budget and formally took note of it.

During the same meeting, Deputy Environmental Protection and Agriculture Minister Zurab Ezugbaia presented information regarding the Government’s proposed accession to the Decision of 25 June 2024 of the Council of Members of the International Olive Council on the Amendment of Article 36 of the 2015 International Agreement on Olive Oil and Table Olives.

According to the presenter, the decision provides for an amendment to Article 36 of the Agreement, which would make it possible to extend the validity of the Agreement every five years.

He also noted that the annual financial contribution required for membership in the International Olive Council—EUR 28,416—will be included in the budget of Georgia’s Ministry of Environmental Protection and Agriculture.

The Committee supported the document submitted by the Government for accession.
