Statement by MPs Sozar Subari, Dimitri Khundadze, Guram Macharashvili and Mikheil Kavelashvili
We would like to start our address to society with words of gratitude to the US Ambassador, Mme. Degnan and we are sincere in our appreciation.
As you may know, we strive to deliver the truth to society from the backstage of Georgian politics and Mme. Degnan is of immense help in this process, every statement of which is in fact a confession. The last two comments of Mme. Ambassador once again revealed the true supporter of the radical agenda of the radical opposition.
As we all are aware, the polarization imposed on us by the radical opposition is based on two key artificial pillars: non-recognition of the domestic and foreign legitimation of the incumbent authorities. The National Movement, to fortify these pillars, refers to certain clichés according to the “best” soviet propaganda traditions, including the “Gavrilov’s night” and “Unfair elections” and Mme. Degnan, for the last couple of days, speaks to us through the messages issued by the National Movement, which evidences that these messages, similar to the polarization problem have been plotted by the Embassy. Let us skip the “Gavrilov’s night”, briefly recalling that the Parliament was under invasion that very night – by one of the favorite politicians of the Embassy, Nikanor Melia, and another favorite, Giorgi Gakharia, who was shooting at the population.
Hence, we’d recommend the Ambassador avoid speaking about that night since the words cost silver but the silence costs gold; and when you cannot reach the silver but have gold in abundance, though you appear unable to properly use it, then softly speaking, it can be assessed as a crime against the country that you shall in a dignified manner represent in a partner state.
As to the unfair elections – Mme. Degnan stated that no one estimated the elections in a fair manner and that the people lost trust in the results, which were the words that slipped out from her meaning that the failed revolutionary scenario and a false message of the radical opposition about the unfair and fraud elections have been forged in the Embassy.
Mme. Ambassador shall be well aware that OSCE/ODIHR and all other international observation organizations estimated the elections of 2020 and 2021 as “free and competitive with adherence to the fundamental human rights”, which is a synonym for fair elections. OSCE/ODIHR ceased to use the term “fair” in its reports, which has been even admitted by the then Chair of the ISFED Board in the Parliamentary Fact-Finding Commission.
When Mme. Ambassador reiterates the message repeatedly issued by the National Movement and repeatedly neutralized by the arguments, it evidences that the perception of non-legitimacy of the Government and artificial formation of the revolutionary attitude stand as the self-goal for her. Mme. Ambassador also noted that all observation organizations were referring to the intimidation of the electors, fabrication of votes, coercive administrative resources and so-called carrousel; thus, we would like to remind Mme. Degnan that all these issues have been thoroughly investigated by the Parliamentary Fact-Finding Commission, including the interrogation of the Directors of Observer NGOs; the final conclusion provided that none of the observation organizations held solid facts about the intimidation, fabrication or the use of the administrative resources.
Quite fairly, the fact that the local observation organizations repeatedly used the word “supposedly” when speaking about the violations to prevent the burden of confirmation went under mockery. The fact that OSCE/ODIHR and other observation missions have been indicating to the “supposed violations” mentioned by the NGOs managed by the Embassy cannot serve as a relief for the Ambassador. As to the so-called carrousel, OSCE/ODIHR even did not mention this term in its report and we are not surprised at all hearing the Ambassador reiterating this fake forged by the radical opposition.
However, we were left astonished by another message from the Ambassador about the fabrication of the parallel vote tabulation by ISFED. Mme. Degnan called the fabrication of PVT a “minor statistic miscalculation” stating that ISFED has promptly identified the mistake. Our society is well aware that both these statements are lies. At that, we can never believe that the Ambassador was not informed about this data and thus, was misled. As to the “minor statistic miscalculation”, PVT allows a certain scope of deviations, which according to ISFED, constitutes 0.7%, which means that the difference between the official election returns and ISFED calculations should not exceed 0.7%. In case of the Georgian Dream, the difference between the CEC data and PVT data constituted 2.4%, which means the fabrication either of the elections or PVT.
Let us also remind you that 2.4% approximately means 50 000 votes and this amount of votes cannot be estimated as a minor statistical miscalculation. Naturally, based on the 2.4% deviation, radical opposition and NGOs started to speak about the fraudulent elections, though as it was finally revealed, it was PVT that was fabricated. As to that ISFED allegedly promptly identified the mistake, the leaders of the Georgian Dream started to speak about the PVT miscalculations on November 2 and held various meetings with the ISFED officials and the representatives of the US Embassy.
The then ISFED CEO even admitted on air that the Embassy was informed about the PVT miscalculations already in November. All these facts make us astonished why the PVT miscalculation was not admitted as of December 11 and the Embassy was keeping moderating the negotiations between the parties while being informed about the miscalculations. The reason is crystal clear – artificial political crisis and political negotiations were plotted by the Embassy.
We also would like to remind you that ISFED also fabricated yet another data on the 8% negative misbalance, which as ISFED concluded, could not have the impact of 4.1% on the elections. In total, ISFED gave 45.8% to the Georgian Dream in PVT and if we subtract 4.1%, then the final result would be 41.7%.
Let us remind you that Nika Gvaramia, based on the fakes by ISFED, was striving to “sell” the fabricated exit polls and the 41% results of the Georgian Dream as real returns of the elections. Later, as it was revealed, the negative misbalance was even lower than 1%, though ISFED has never admitted its fake. We were also astonished by the statement of the Ambassador about the political video issued by the NM Youth Wing “Sirtskhvilia”, because of which the NM TV companies have been fined.
As you may know, it is prohibited to post political commercials during the non-electoral period, while the video by “Sirtskhvilia” was political with its content and even revolutionary. When you protest the legitimate sanctioning of the TV companies due to such a video, this fact reveals that the revolutionary scenario was plotted and organized by the Embassy. Once again, we are grateful for the confessions of Mme. Degnan. When the Ambassador protests the legitimate sanctioning of the TV companies due to illegal political-revolutionary video, backs the NGO fabricating PVT, puts the legitimation of the Georgian Government under doubt and issues numerous lies to boost this doubt, the real picture becomes clear.
The Embassy cannot tolerate the sovereign authority of Georgia, which abstains from dragging the country into the war. We don’t even doubt that the Embassy would take any action for the coup, even far graver than the fabrication of PVT. However, we believe that the people equipped with the truth will stand for the defense of national sovereignty and never allow anyone to trigger disorders and drag the country into war.
