The Procedural Issues and Rules Committee approved the pre-term termination of MP Powers for 12 members of the Party “Gakharia for Georgia”

The Procedural Issues and Rules Committee deliberated on the pre-term termination of the Powers of Member of Parliament for MPs: Teona Akubardia, Ana Buchukuri, Giorgi Gakharia, Levan Gogichaishvili, Zaza Tavadze, Beka Liluashvili, Natia Mezvrishvili, Berdia Sichinava, Kakhaber Kemoklidze, Roin Kochorashvili, Dimitri Tskitishvili, and Zviad Dzidziguri.
According to David Matikashvili, Chair of the Committee, based on the observation of attendance of the aforementioned MPs at the plenary sessions and their absences thereon, the Committee concluded that MPs did not attend the plenary sessions with unreasonable excuses. In this regard, the Committee issued a draft conclusion, recommending that the Parliament terminate the Powers of MP for the members of “Gakharia for Georgia” prematurely.
The Committee deliberated on the pre-term termination of the Power of MP for 12 Members of Parliament.
“In line with subparagraph “c” of paragraph 5, Article 39 of the Constitution of Georgia, and subparagrah “c”, paragraph 2 of Article 6 of the Rules of Procedure, “The powers of an MP shall be terminated early if he/she fails to attend without good reason more than half of the regular sittings during regular sessions. During the spring session, the Parliament convened 26 sessions. Regrettably, the aforementioned Members of Parliament were absent from 26 of these sessions. In accordance with paragraph 8 of Article 6 of the Rules of Procedure, Where an MP does not attend more than half of the regular sittings during a regular session, the Procedural Issues and Rules Committee of the Parliament shall ascertain the reason(s) behind his/her non-attendance within 10 days of the end of the regular session and shall prepare a relevant opinion if the reason/reasons is/are confirmed to be invalid.
Deriving from the abovementioned, it is confirmed that 26 non-attended plenary sessions by 12 Members of Parliament were not based on a good reason and hence, the Committee considers it expedient to, in line with subparagraph “c” of paragraph 5, Article 39 of the Constitution of Georgia, and subparagrah “c”, paragraph 2 of Article 6 of the Rules of Procedure, terminate the Powers of MP ahead of time for the aforementioned Members of Parliament”, - he elucidated.
The Committee voted and approved the draft conclusion.
The pre-term termination of Powers of MP for the members of “Gakharia for Georgia” will be deliberated at the extraordinary plenary session.
