Shota Berekashvili participated in the conference dedicated to the GNERC establishment

Shota Berekashvili, Chair of the Economic Policy Committee, participated in the Conference organized by the Georgian National Energy and Water Supply Regulatory Commission (GNERC) dedicated to the establishment of the institution.
In his address, Mr. Berekashvili underscored that the GNERC is one of the fundamental institutions of the national economy.
“Its activities directly determine the proper functioning of the energy system, market transparency, and consumer protection. GNERC’s professional work ensures citizens receive safe, stable and competitively priced services while companies operate in a predictable and competitive environment.
Today, Georgia’s installed energy capacity amounts to 4,591 megawatts, including an additional 47.5 megawatts commissioned in 2024. This demonstrates the strengthening of the country’s energy security and the sector’s investment dynamics.
In 2024 alone, investments in the energy sector totaled 491 million GEL, in the natural gas sector — 212 million GEL, and in water supply — 623 million GEL, which demonstrates the sector’s vitality and the growing trust of both private and state companies.
GNERC places particular emphasis on protecting consumer rights. In the past two years, citizens have been refunded or had written off a total of 6.4 million GEL in unjustified debts. Additionally, companies have paid 3.7 million GEL in compensation to consumers for service standard violations.
At the same time, it is important that future regulatory priorities focus more on network modernization and accelerating system upgrades. This process will ensure more efficient operation of the energy system, reduce losses, and create additional opportunities for the sector’s development.
It is equally important to integrate modern technologies, including AI, which will significantly enhance the system’s productivity and strengthen data-based management capabilities”, - he stated.
At the conference, with the topic of “Outcomes of the Activity of the Regulatory Commission in Energy and Water Supply Sector Development”, David Narmania, Chair of the GNERC, provided a detailed account on the energy and water supply projects.
The conference was attended by the representatives of the GNERC, various agencies, the Georgian Parliament, energy and water sector-focused organizations and the partner institutions.
The event featured a panel discussion on ‘Net Accounting to Net Billing’ during which attendees deliberated on the development of microcapacity HPSs, the promotion of renewable energy and the facilitation of energy efficiency.
The discussion also addressed new regulations and their impact on consumers.
