The Diaspora, the Culture and the Sports Committees deliberated on the 9-month state budget 2025 implementation report, introduced by the Finance Ministry.


As Giorgi Kakauridze, the first Deputy Finance Minister, noted, the real economic growth for the reporting period is at 7,7%, and the budget for the current year is planned to be set at 6% economic growth.


The inflation level in September 2025 constituted 4,8% compared to the respective period of the previous year (annual inflation), and the average inflation for the same period is at 3,0% (average for 12 months).


Speaking about the factors affecting the economic growth, he noted that the foreign trade turnover for 9 months constituted 18 545.0 ml USD - exceeding the preceding index by 9,1%.


According to him, 5,326,9 k. tourists visited Georgia in January-September 2025, the index, higher than the similar period of 2024 by 5,6%. The number of travelers constituted 4 307.1 k. - 7,9% higher than in 2024.


As the reporter noted, the tourism incomes reached 3 637.8 ml USD - higher than the 9-month period of 2024 by 5,1%.


The reporter also introduced information about the implementation of the mixed budget for January-September 2025. According to him, 21 032 321.1 k. GEL was mobilized for the reporting period - 102,8% of the planned index.


Speaking about the revenues for January-September 2025, he noted that 17 767 102.4 k. GEL was mobilized - 102,5% of the forecast. G. Kakauridze introduced the budget consumption data according to the state agencies.


“The Foreign Affairs Ministry consumed up to 144 ml GEL - 88% of its budget; the Sports Ministry spent over 240 ml GEL - 96%; and the Culture Ministry consumed 175 ml GEL - 73%. In the direction of the Sports Ministry, we will probably need to make certain adjustments and allocate additional funds in order to finance the existing obligations towards various federations. As for the Culture Ministry, we will have to redistribute funds among projects and fulfill certain commitments. Overall, the implementation process for the 9-month period is proceeding normally; however, in some projects, there may be unutilized funds. Therefore, by the end of November, we will introduce certain changes to redistribute funds between projects and programs”, - he stated and answered the questions.
