Parliament Approves Amendments Updating Legal Regulations in the Field of Arms Circulation

The Parliament, at third reading, approved the amendments to the Law on Weapons, aimed at updating the existing legal regulations governing the circulation of arms.

According to the draft law, the manufacture, acquisition, possession, carrying, transportation, transfer, shipment, and sale of electroshock devices by natural or legal persons will be prohibited.

Electroshock devices will be permitted in civil circulation only in accordance with procedures established by Georgian legislation and solely for use by administrative bodies, private security service providers, and other natural or legal persons defined by law, for the purpose of exercising their official powers.

In addition, the draft law stipulates that the import, manufacture (production), repair, import, export, re-export, transit, or trade of gas aerosol devices and sound (acoustic) weapons shall be subject to appropriate licensing or permitting, as provided by Georgian legislation.

Furthermore, a person holding the relevant license will be obliged to transfer a sound (acoustic) weapon and/or gas aerosol device to a purchasing natural person only upon presentation of a written consent (certificate) issued by the territorial body of the Ministry.

The maximum quantity of sound (acoustic) weapons allowed to be imported at one time shall be determined by a resolution of the Government of Georgia.

The amendments also introduce a transitional provision to the Law of Georgia on Weapons, establishing a temporary regulatory framework for sound (acoustic) weapons and gas aerosol devices.

As stated by the reporter, Deputy Interior Minister Aleksandre Darakhvelidze, the amendments will enter into force on 1 February 2026.

The draft law “On Amendments to the Law of Georgia on Weapons” was approved by 74 MPs, with 10 votes against.
