The Regional Policy and Self-Government Committee discussed the legal initiative of the Majority MPs - the Draft Administrative Offenses Code for the I reading.

 

According to the reporter, the Chair of the Environmental Protection and Natural Resources Committee, Maia Bitadze, the amendments envisage increased penalties for certain administrative offenses, specifically, the display or sale, within the territory of Tbilisi Municipality, of secondary tires, ferrous and non-ferrous metal scrap, end-of-life vehicles and their parts, and easily flammable, explosive, and/or dust-forming substances that have a harmful effect on air, soil, water, and/or human health, or that pollute the environment, in locations not designated by the Tbilisi City Assembly.

 

“The fines envisaged for this violation will increase from 500 GEL to 2,500 GEL for a natural person, and from 1,000 GEL to 5,000 GEL for a legal entity. In the case of repeated violations, a natural person will be fined 5,000 GEL instead of 1,000 GEL, while a legal entity will be fined 30,000 GEL instead of 15,000 GEL”, - stated Maia Bitadze.

 

She also introduced the Draft Law on the Exemption from the Administrative Fees.

 

The Draft applies to the natural persons who were implementing the passenger transportation by taxi (M1 category) on the basis of the “A” category license on the territory of Tbilisi municipality before November 1, 2025, or without the license and unpaid license fee, which served as a basis for the imposition of the administrative sanction under Article 135⁴ of the Administrative Offenses Code - fine and/or respective penalty. As M. Bitadze elucidated, the unpaid fines and sanctions amount to up to 9 million GEL as of October 2025.

 

The Committee approved the Drafts.
