The Regional Policy and Self-Government Committee reviewed the legal initiative of the Government

The Regional Policy and Self-Government Committee deliberated on the legal package, introduced by the Deputy Justice Minister, Giorgi Dgebuadze - the Draft Law on the Improvement of Cadastral Data and the Procedure for Systematic and Sporadic Registration of Rights to Plots of Land within the Framework of the State Project, the Draft law on Recognition of Property Rights of the Parcels of Land Possessed (Used) by Natural Persons and Legal Entities under Private Law, and the Draft Law on Public Register - for the I reading.

According to the reporter, the systemic and sporadic registration of land has been in effect since 2016, and the large-scale land registration reform is being carried out by the LEPL – National Agency of Public Registry. Accordingly, between 2022 and 2025, 2,094,707 land plots were measured, and 1,469,581 citizens became landowners.

He noted that despite the extensive work already carried out, in certain municipalities and settlements, it was identified that the correction of land plot boundaries was required for more plots than initially planned.

“Based on this, it is important that the National Agency of Public Registry continues sporadic registration for one more year, until 1 January 2027. Accordingly, the Agency must ensure the recognition of ownership rights to unlawfully occupied land plots in the municipalities of Georgia and the establishment of the identity of land plots registered with imprecise cadastral data or with corrected cadastral data,” - the Deputy Minister stated.

He added that sporadic land registration will apply to all municipalities of Georgia, except the self-governing cities.

According to Giorgi Dgebuadze, under the amendments, new functions will be assigned to the National Agency of Public Registry, enabling it to carry out topographic, geodetic and cadastral surveying works. Consequently, a new term – “state surveyor” – will be introduced into the Law On the Public Registry. As a result, a natural person certified by the unified national accreditation body will be authorized to perform topographic, geodetic and cadastral works, including internal planning/measuring works of buildings and structures and their units.

The Committee approved the legal package.
