Parliament Approves the Draft Law “On Exemption from Administrative Sanctions” at Third Reading

The Parliament of Georgia approved, by 79 votes, at third reading, the draft law “On Exemption from Administrative Sanctions”.

According to the draft law, as a one-time, temporary, and exceptional measure, individuals will be exempt from the unexecuted portion of administrative sanctions imposed for committing an administrative offense, namely: administrative fines, including tripled fines and fines tripled again, and/or the corresponding penalty surcharge (late-payment interest).

The exemption applies to individuals who, prior to 1 November 2025, carried out taxi services using a passenger vehicle (Category M1) within the capital city of Georgia, in violation of permit conditions or without the required permit.

The author of the draft law is the Office of the “Georgian Dream” faction, while the initiators are Members of Parliament: Irakli Kadagishvili, Maia Bitadze, Shota Khabareli, Dimitri Samkharadze, Nika Elisashvili, Salome Jinjolava, Zurab Rurua, Giorgi Volski, Davit Kacharava, Akaki Aladashvili, Irakli Kheladze, Vladimer Bozhadze, Rima Beradze, Irma Zavradashvili, Nodar Turdzeladze, Levan Machavariani, and Irakli Zarkua.
