Levan Makhashvili addressing the OSCE PA and the Italian Parliament Inter-Parliamentary Conference

“Georgia is situated amid regions vulnerable to terrorist threats; nevertheless, our nation successfully eludes terrorist incidents”, - Levan Makhashvili, the Chair of the EU Integration Committee, member of the Parliamentary Delegation to OSCE PA, underlined in his address at the OSCE PA and the Italian Parliament Inter-Parliamentary Conference.

According to him, based on the global terrorism index 2025, Georgia was estimated as a country with zero terrorism. Furthermore, the US Department of State report for 2024 categorizes Georgia as a reliable and stable partner in the global anti-terrorism efforts.

In his speech, Levan Makhashvili identified three factors that contributed to the success of Georgia’s anti-terrorism initiatives.

“Firstly, it provides a comprehensive and pertinent legal and political framework. Secondly, it entails the effective and highly competent security institutions, including the State Security Service. Thirdly, it prioritises social integration over punitive measures, such as economic growth and educational and community programs”, - he emphasised.

As highlighted, terrorism is not a static phenomenon but an evolving factor, adapting to changing circumstances.

“Terrorism transcends geographical boundaries, nationalities, languages, and religions. It often gets rooted in, when we become indiscreet and lose our sense of unity”.

L. Makhashvili underscored the significance of international cooperation and expressed his commitment to closely cooperating with the partner states.

“Georgia is committed to further strengthening its cooperation with all partner states. We are eager to share our success stories and challenges, and to learn about your experiences in order to jointly create a safe environment free of terrorism, extremism, and radical ideologies”, - he stated.
