The Speaker of the Parliament of Georgia Proposing Alignment of Remuneration of the Members of the Parliament of Next Convocation with Coefficients Established by Law

The Speaker of the Parliament of Georgia has proposed amendments to the Rules of Procedure of the Parliament of Georgia, with the aim of aligning the remuneration of the members of the next convocation with the coefficients established in 2017 for public service positions. These changes will take effect on January 1, 2025, for members of the next parliamentary convocation.

The issue of increasing the salaries of members of parliament in line with the rising salaries in the public service has been a long-standing concern. It's important to note that the actual remuneration for members of parliament has remained unchanged since 2013, leading to disproportionately low compensation compared to public sector employees, including the heads of agencies accountable to the parliament. This disparity arises because the remuneration for members of parliament is governed by the Rules of Procedure of the Parliament of Georgia and is not automatically adjusted to reflect salary increases in public institutions.

Furthermore, in 2017, when the Parliament established new remuneration coefficients for public institutions under the Law on Remuneration of Labor in Public Institutions, the parliament did not align the compensation for its members with these new coefficients. Consequently, members of parliament currently receive lower salaries not only in comparison to officials from other agencies but also in relation to several dozen officials employed within the Parliament Secretariat itself.

To rectify this imbalance and provide fair compensation for members of parliament, the Speaker of the Parliament has initiated changes to the Rules of Procedure, which will bring the remuneration of members of the next parliamentary session closer to, but not completely in line with, the coefficients established by law, effective from January 1, 2025.
