Irakli Kadagishvili Introducing 2022 Activity Report of Rules and Procedural Issues Committee

The Chair of the Rules and Procedural Issues Committee, Irakli Kadagishvili, introduced the 2022 activity report to the Parliament.

"The main accomplishment of the Committee is its active participation in the fulfillment of the requirements established by the European Union for granting Georgia candidate status, with a focus on strengthening and improving the parliamentary control mechanisms, one of the key challenges of the European Union's 12-point recommendations”, - the Chair stated.

According to the speaker, the activity of the Committee during the reporting period was carried out in the direction of law-making, control, and other activities based on the specifics of the Committee determined by the 2022 action plan.

"The creation of suggestions for changes to the Parliament's Rules of Procedure and the creation of legislative initiatives are the main foci of the Committee's legislative activity. For this reason, the Committee routinely examines, researches, methodically assesses, and evaluates the efficacy of the Georgian Parliament's rules as well as any flaws discovered during legislative action", - Irakli Kadagishvili noted.

According to him, the changes initiated and implemented in the Rules of Procedure during the reporting period include the implementation of the recommendation of the European Union, and amendments prepared for the purpose of correct and effective use and improvement of separate mechanisms of parliamentary control in practice.

The report states that the Committee worked on 45 legislative acts during the course of the previous year, of which it was the leading Committee on 6 of them. 39 legislative acts were worked on by the Committee in order to draft a legally enforceable conclusion. There was only one legislative proposal discussed throughout the reporting period.

The Committee Chair called attention to the steps taken to direct oversight activities.

A significant position in the report was given to the work done by the Committee in the area of public relations in terms of ensuring the highest level of transparency of legislative actions and public access to information.
